The mutation of a birth, death, and migration into the population determines the rate of growth. In between all these factors, the efforts of birth control is a significant cause of the decreasing trend of Population Growth Rate (LPP) in Garut Regency.  Number of Population in 2003 were 2,173,623 inhabitants with a population growth rate 1.61%. In the year 2007 the number of population of Garut Regency is 2,309,773 inhabitants with a population growth of 1.51% decrease from the previous year. LPP in 2010 estimated at 1.57% (SCBD), which is a projection of LPP on the extrapolation of the BPS 4 times in the last Population Census 1961 - 2010, as follows:
